Statute sections of the California Constitution and the 29 California codes from the Legislature's bulk pubinfo release (LAW_SECTION_TBL rows with their CAML content, placed by LAW_TOC_TBL), emitted as cre8.legal.statute-section.v1 records. Reads a local full dump or fetches daily deltas; never crawls leginfo pages, whose robots.txt disallows crawling. Pages through a code with a cursor.
