Rust crates from crates.io keyed crate-{name} (the names the runtime code graph lists as external deps), with downloads, repository, latest version and licensed_under claims to spdx-{id} for the version a Cargo.lock pins. Input: params.crates, a comma-separated query, or params.lockfile_path (default runtime/Cargo.lock). crates.io publishes no licence for API metadata; its data-access policy is followed: at most 1 request/second, descriptive User-Agent with a contact URL.
