Federal Register documents (rules, proposed rules, notices, presidential documents) and issuing agencies from federalregister.gov's keyless API v1. Documents are keyed fr-doc-{document_number}, issued_by us-agency-{slug}, and point at eCFR part keys (amends / proposes_to_amend / affects). Licence: US public domain (17 U.S.C. 105). Requests carry an identifying user agent, honor robots.txt and are paced at least two seconds apart; paging uses the API's search_after cursor because page numbers stop at 50.
